This paper describes the process that the City of San Antonio has gone through to gain public acceptance for their water supply development plan and the effect an election can have on the public support and acceptance of such a change. After many struggles, the City came up with a plan that had public support. This new plan had other elements such as wastewater reuse, conservation, water trades, recharge dams, and the construction of a water treatment facility for water imported from outside Bexar County for the public to consider. This process taught the City some valuable lessons: have a good product to sell; sell the product; sell the product full-time; stay true to the product; and be honest and open with the voters. This presentation offers full details of both the original and new project and gives several suggestions and advice for future projects and plans.
