The Greenville Water System (GWS) in Greenville, South Carolina, is developing a new 75-mgd water treatment plant to filter water from Table Rock and North Saluda reservoirs. This is the largest construction project ever undertaken by the water system and, when completed, will be the largest dissolved air flotation (DAF) water treatment plant in the United States. Because the size and importance of the project, coupled with the technology and construction challenges at the new plant, GWS carefully evaluated process alternatives, and implemented enhanced design and construction procedures to meet their goals of quality, schedule, and cost. This paper examines the successes of those procedures through project development from the initial process selection through design and construction of the water treatment plant and related facilities.
