This paper documents the results of optimization activities that the City of Leavenworth, Washington, conducted at its water treatment plant. The City had never been able to meet the Washinton State Department of Health filtered water turbidity requirements and had received numerous treatment violation notices. Ultimately, the City was faced with a potential plant expansion or replacement project to meet their water demands. As an alternative approach, the City and its consulting engineer developed an action plan to bring the water treatment plant into compliance called the Composite Correction Program, which consisted of two components, the Comprehensive Performance Evaluation and Comprehensive Technical Assistance. Both components were implemented at the Leavenworth facility.
