In 1993, the Pacific Gas and Electric Company in the town of Pioneer, near Stockton, California, was ordered by the County of Amador Environmental Health Department to correct its noncomplying water system. An inspection lead by the Department of Health Services, State of California Office of Drinking Water found that the treatment plant and distribution system had a number of serious deficiencies that prevented it from being in compliance with the surface water treatment regulation. The inspection team recommended the establishment of general criteria for water treatment methods and systems and that the existing plant be completely renovated or replaced. This paper discusses three major alternatives that were considered in order to meet these two requirements: provide a potable water system that conforms to state health regulations; and, modify the existing distribution system to provide fire flow to satisfy fire prevention authorities. The three alternatives are discussed along with chlorine contact times required for each of the treatment processes. A summary of why the microfiltration process was chosen over the other types of plants considered is given.
