Public Utilities have been aggressively seeking help to become more efficient in order to prevent being taken over by private utility companies. The help usually comes in the form of a consultant firm which is hired to analyze the current situation and develop a plan to eliminate inefficiencies. Pinellas County Utilities decided to bid an indepth study of their operations, allowing private utility companies to bid on the work. In 1997 they contracted with United Water Services, a private utility company, to perform the project. A thorough six month investigation of the Laboratory, Customer Service, General Maintenance, Operations and Solid Waste Operations Department was performed. The analysis uncovered approximately $10 million in potential savings. The Best Business Practices report established a mechanism to prioritize the recommendations and develop a plan for their implementation. United Water proposed that their staff would be on site to work with the utility personnel during the implementation of the recommendations.
