This paper discusses an innovative project where the Springfield, Illinois, water utility and consulting engineers from Crawford, Murphy & Tilly, Inc. expanded the traditional concept of a water storage tank so that an otherwise passive standpipe is used as a dynamic treatment vessel. In addition to storing a volume of water that can either float on the distribution system or be pumped, this standpipe regularly circulates incoming water with stored water in order to maintain a constant chlorine residual through the 5 million gallon tank. It also offers the benefits of floating on the system as an elevated tank while storing a larger volume of water than an elevated tank.
