This paper shows how the General Utilities group of companies in England are producing their master plans in 5 year periods using network modeling. These master plans are the basis of the infrastructure investment programme to the regulatory agency, Office of Water. Cost effectiveness has been achieved through systematic use of these hydraulic models for planning by integrated information management. Effective modeling is achieved by generating models from the Geographic Information Systems (GIS) holding mains, property and operational information and calibrating them with a telemetry link.
