This paper presents six of the most common conflicts likely to occur from the competing interests between the following Safe Drinking Water Act regulations: Disinfectants/Disinfection Byproducts Rule and the Interim Enhanced Surface Water Treatment Rule; microbial/disinfection byproducts (M/DBP) cluster and the Lead/Copper Rule; and, the M/DBP cluster and the Total Coliform Rule (TCR). The paper presents a methodology for analyzing the management strategies and technical planning needed to understand the utility's status under the regulations, what its goals need to be relative to the new regulations, what information has to be developed to provide feasible options, and how it goes about implementing needed changes within the constraints of staffing, cost, public relations, and public safety.
