An informal review was made in the spring of 1999, of sample state activities concerning technical, managerial and financial (TMF) capacity under the 1999 Safe Drinking Water Act. The study followed up on a similar project undertaken during the fall of 1998; both activities focused on mid-sized and smaller systems serving under 50,000 population. National data provided by EPA and selected state interviews showed a wide variety in state activities concerning the three main areas of capacity development: new systems, state strategy; and, PWSs seeking Drinking Water State Revolving Fund assistance. A test case in Kansas concerning proposed Pottawatomie County Rural Water District 4 that would serve two municipalities, one rural water distrct and a for-profit entity is discussed.
