This paper discusses a water conservation program for businesses designed to encouragecommercial customers to reduce their water use by 15%. The program offers every business in the service area the opportunity to participate, and is planned to be fully implemented within ten years. The funding mechanism is a monthly fee based on the customer's meter size. Every commercial customer pays into the program's fund. Program elements include a toilet retrofit rebate, landscape rebate, high efficiency washing machine rebate, a certification program, shared-cost water audits, large-scale (process) retrofit rebate, and workshops and education programs.
