As part of the battle over state water rights versus federal reserved rights for Native American reservations in Wyoming, the state engineer's office must identify the overlap between state water rights and the reserved water rights on the Wind River reservation. This effort is two-fold: map the reserved water rights and state water rights to create a visual aid, and identify the reserved rights and state rights by quarter-quarter, section, township, and range, allowing the state engineer's office to accurately cancel the state right. This paper describes steps in the two processes. The mapping project resulted in identification of overlap areas by providing maps and tabulations; a complete and accurate representation of the awards, both graphically and numerically; documentation of the entire procedure and a complete description of judgment calls on input in the GIS; and a supplement to the "tabulation book" derived from the database.
