Charleston Commissioners of Public Works (CPW's) single water treatment plant began construction on its present site in 1902 and has continually been expanded to its present capacity of 78 MGD. When final filter modification testing is completed, it is planned to increase the capacity of the water treatment plant to 118 MGD. Present Average Daily Demands are 60 MGD. A description of the treatment plant, distribution system, the old and new control system is given. The paper also documents the steps taken to protect their substantial investment in control system hardware and software and to effectively open both the in-plant distributed control system and the SCADA system to allow the system to be efficiently and cost effectively maintained and expanded for the anticipated remainder of the useful life of the system.
