Two important considerations must be kept in mind as utilities respond to increased demand for automation; avoiding islands of automation by creating integrated systems, and considering the impacts of automation on both the utility's organizational structure and its management. Before examining these two issues, the author suggests it is important to look at the driving forces driving utilities towards automation and the resulting needs. Some of the forces include: consumer awareness and health concerns; environmental protection; water quality regulations; limited site availability; growth in demand versus diminishing resources; regionalization; economics; technological advances; increasing amounts of information; professionalism; and employee needs.
