Traditional asset planning and static modeling techniques were insufficient to drive a capital improvement program to achieve the full 790 Ml/d production capacity of Hampton water treatment works. The authors have developed a methodology which uses ideal process and works control strategies validated through dynamic hydraulic modeling to achieve full asset utilization. This technique will ensure that capital expenditures are minimized. It also clearly defines deficiencies and opportunities for improving asset and process performance. It then ranks the options available to overcome deficiencies and realize opportunities based on a rigorous cost-benefit analysis. The ranked action plan then drives the asset strategy, operational changes and the manning strategy. The loop is closed when feedback is provided on reliable works output quantity and quality. Water utilities facing large capital expenditure programs can apply this methodology to target their expenditures toward their specific objectives.
