This slide presentation outlines the District of Columbia Water and Sewer Authority's experience with the detection of lead in the drinking water service lines. Before 2000, chlorine was oxidizing thelead and keeping it on the pipes. Whenchlorine was replaced with chloramines inlate 2000, the lead was no longer beingoxidized and began dissolving very slowlyinto the water. The presentation outlines changes to the Lead and Copper Rule that were made as a result of this situation, and outlines on-going efforts to: treat lead oxide (Pb-IV) using orthophosphate;avoid unintended consequences associatedwith lead oxide and its treatment; and,close the gap in communication deficienciesregarding public information.
