This paper describes how an energy efficiency program can be implementedthrough the development of astructured approach. The approach must be structured in such away that it addresses the many barriers that will be encounteredand will result in implemented projects that can be used asexamples of what can be achieved. Design approaches andenergy education for water/wastewater (W/WW) personnel are also needed toachieve successful energy efficiency in the W/WW industry. The paper discusses several key strategies that are needed to move an energy efficiency program from development to implementation that include:identify proactive utilities;identify a utility energy advocate;perform a site survey;review current energy consumption patterns;analyze utility system to identify present use and potential capacity;develop a site assessment;provide a survey report;identify a responsible party that will implement energy efficiency modifications; identify and assess barriers that must be overcome;convince the decision-makers of the "value added" by being energy-efficient;energy-efficient modifications are the right thing to do; and,peer pressure/competition.
