The recent lead and copper rules and goals for lead contaminant levels in drinking water at the consumers tap bring about significant changes in water utility responsibility for lead leaching from lead service lines. Both the philosophy and the operational methods that water systems have developed with respect to drinking water, customer plumbing and service lines, will have to be substantially revised due to these regulations. This paper is directed to those aspects of the rule related to lead service lines and the difficulties, costs, and benefits of replacement, whether voluntary or mandated.
