This paper attempts to address the issue of water network modeling from a general perspective, so that the principles described are applicable regardless of the size of the municipality or the modeling software used. The main focus is on assessing the elements of a good model to ensure that it is a credible and objective tool for the evaluation of the water network's performance under various conditions. A balanced approach should be used in developing all elements equally rather than treating several elements in detail and ignoring or underestimating the significance of others. The basic elements of a water system model are: network characteristics, skeletonization, and geometry; topographical information; historical information; system operational characteristics; water consumption characteristics; model calibration and credibility assessment; projection of future trends; and system expansion scenarios. Each of these is discussed.
