Currently, most domestic customers in the North West Water district (Manchester, England) pay a water rate based on the rateable value of their homes. Legislation bans the use of rateable values for this use after the year 2000. Meters were introduced as an option for domestic customers in 1981; so far, about 10,000 households have taken advantage of the offer. This paper discusses testing of domestic and commercial meters, problems and bonuses of the testing system, methods of prepayment of bills, and meter reading systems.
