The author addresses some of the federal regulatory developments in the United States that may have a significant impact on ability of water, gas, and electric utilities to have available the telecommunications channels needed to operate distribution automation systems. The author also discusses some of the actions and initiatives the Utilities Telecommunications Council has taken in response to these regulatory changes and in an effort to secure the channels needed for distribution system automation. By distribution automation the author means the monitoring and control, either one-way or two-way, of all switchable or telemetry devices on the utility system, extending to the customer premises.
