In 1996, the City of Highwood, Illinois, Lake Michigan water treatment plant wasrapidly approaching its 60th year of operation. Previous administrations hadbudgeted little money for maintenance of the facilities. In order to ensurepublic safety and provide for future growth, the City Council decided to rebuildthe existing plant rather than purchase water from a neighboring water treatmentplant. This paper discusses the results of an analysis of the existing plantfacilities and describes the proposed upgrades. Other issues such as the controlof zebra mussels and supervisory control of the new plant are also addressed.
