The American Society of Civil Engineers (ASCE) has undertaken the task ofdeveloping a National Consensus Standard titled Standard Guidelines for theCollection and Depiction of Existing Subsurface Utility Data. This NationalConsensus Standard (NCS) is following the legal procedures for adoption as notonly an ASCE standard, but also as an American National Standard Institute (ANSI)standard. The intent of this standard is to present a system of classifying thequality of existing subsurface utility data. Such a classification will allow theproject owner, engineer, and constructor to develop strategies to reduce risk, orat minimum, to allocate risk due to existing subsurface utilities in a definedmanner. This paper reviews the general content of the proposed standard. Includes 3 references.
