The Fraser Valley Regional District in British Columbia is located approximately50 miles east of Vancouver and is responsible for the treatment and transmissionof water through over 60 miles of high pressure water mains from lake and creeksources to two municipalities. The District services a population of about110,000 people. To improve the operation and control of the District's facilities,a supervisory control and data acquisition (SCADA) upgrade was undertaken. Aspart of this upgrade the remote control of the Dickson Lake Reservoir wasimplemented. The reservoir is located about 50 kilometers from the centraladministration office on a rough logging road through the Coast Mountains. Thesite is especially inaccessible in the winter due to heavy snowfall. A remoteterminal unit (RTU) was installed at the reservoir to perform the local controland to provide communications to the operations center. Remote input-outputpoints from analog and discrete instrumentation and electrical equipment werewired into the RTU cards. To minimize radio traffic the RTU was programmed toreport from a change of set points such as reservoir level. Electric actuatorswere installed on the reservoir discharge gates to enable remote operation of thegates. Power was unavailable at the site and a solar array and battery stackswere used to provide electricity to operate the actuators and RTU. This paperwill discuss the planning and design of municipal SCADA systems and present acase study of the Dickson Lake Reservoir SCADA. The benefits of SCADA foroperation and maintenance will be discussed. Includes figures.
