Engineer-Procure-Construct (EPC) and Design-Build (DB) project delivery methodsare becoming increasingly popular in the water works industry. While there aresome differences between the two delivery methods, in general, they refer to asystem where an owner hires a single entity to provide both the design functionstypically provided by an engineering firm and the construction services typicallyprovided by a general contractor. In essence, this single entity is responsiblefor the project from conception to completion. In some cases, the owner expandsthis service to include the operation of the facility and the financing. Thispaper discusses the team selection process, bidder structures, contractstructures and the benefits of these alternate project delivery methods.
