A heavy hands-on approach by the County and their consultant,Boyle Engineering Corporation, was instrumental in the successful constructionand startup of this facility. A core group of key County, Boyle, and contractorpersonnel was instrumental in the successful startup and operation of thefacility. This approach resulted in the facility meeting the basic goals andobjectives desired by the Orange County Water Department. This paper discussesthe construction and start up of the new plant.
