Pasadena Water and Power Department (PWP) and consultants from MWH and TAG recentlycompleted a comprehensive, ESRI-based Geographic Information System (GIS) Design andImplementation Plan. This Plan included identifying, designing, and specifying systemcomponents, GIS applications, architecture, data conversion, systems integration, andorganizational changes. It was designed to support PWP's core business requirements, technology, staffing, and business solution to ultimately achieve a comprehensive GIS solution.PWP's staff reacted with excitement and apprehension, as most engineering, planning, O&M anddata trending tasks had been completed manually for many years, with the majority of themapping data updated in paper format. In order to make a smooth transition into the GIS, PWPGIS Management produced an educational and training campaign to address organizational, task, and staffing changes. This paper discusses how the Implementation Plan was developed, how the staffing/politicalimpacts encountered throughout the project were addressed, and the current status of the project. Includes tables, figures.
