Water utilities are insisting that new application software is compatible with established standards or existing systems, and vendors are providing products that meet the specified criteria. However, 90% of recently surveyed utilities report that they have not realized the expected benefits of integration. This paper explores typical problems a utility has with existing data, technical and organizational environments, and provides advice for recognizing and resolving the problems. It also identifies typical obstacles in these areas that can limit the organizations' ability to develop and maintain an integrated data environment. By learning to recognize these obstacles, and by understanding the cost and effort of resolving them, utility managers and technical personnel can better plan and budget for the transition to an environment that supports enterprise data integration.
