The Santa Clara Valley Water District (SCVWD) is a public water utility for thecounty of Santa Clara, California. SCVWD staff have developed a web site which isused to convey information to the general public, other municipal and countyagencies and staff related to the SCVWD's core responsibilities. Prior to theanticipated extreme wet winter season of 1997-98, SCVWD staff implemented ageographic information system (GIS) web server application for public access torelevant information through graphical interface via the Internet. Thisapplication allows the viewer to zoom in, pan around a map and perform datainquiries. Objects on the map can then be hot linked to jump to other defined webpages. The first application used to provide this data delivery method wasMapGuide by Autodesk. SCVWD staff have also implemented two other web serverpackages developed by ESRI (MapObjects and ArcView Internet Map servers) thatprovide similar functionality. The SCVWD also uses a free GIS viewer applicationdeveloped by ESRI called ArcExplorer. This paper compares the strengths,weaknesses, and use of each application, as experienced by SCVWD staff.
