Alameda and Contra Costa counties in Northern California have experiencedtremendous growth during the last several years. In particular, the Dublin SanRamon Services District (District) is anticipating to triple its number ofservice connections from 6,800 to 20,400 over the next twenty years. In 1982, theDistrict developed its first water master plan. This plan used a hydraulic modeland has been updated from time to time, as facilities were constructed anddevelopment proceeded. In order to direct and provide for future growth it wasnecessary for the district to develop innovative analytical modeling techniquesto evaluate the potential impacts of growth on existing system conditions and toprioritize system expansion requirements. In addition, the District was facedwith several other technical issues that required evaluation and incorporationinto the modeling effort such as developing a modeling tool that could use theirexisting digitized system information. This paper outlines the use of innovativemodeling techniques in the development of a comprehensive water master plan forthe Dublin San Ramon Services District. The paper cites specific examples andsummarizes results on how innovative modeling scenarios can be used to enhancesystem reliability, performance and water quality, while still saving money.
