The City of Cleveland, Ohio, Division of Water (CWD) provides potable waterservice to over one million customers in the greater Cleveland area. CWD owns andoperates four water treatment plants (WTPs) with a combined capacity of about 500million gallons per day. Faced with changing regulations and the need to upgradethe plants, CWD embarked on a major $400 million upgrading and modernizationprogram of the WTPs. One of the first tasks was to thoroughly inspect the WTPswhich led to the generation of an enormous amount of data. To handle over 13,000records containing more than 300,000 fields, it was necessary to create afacility audit database to organize the data collection, entry, storage andretrieval processes. This paper describes the development of a relationaldatabase to create a simple, user-friendly and intuitive data management system.The paper also discusses the multiple uses of the database during the facilitiesplanning and implementation phases of the project and beyond.
