More than ever before, Information Technology (IT) departments are under increasing pressure to provide more value to their organizations within a shorter timeline and often at a lower cost. There is also increasing recognition within the utility industry that IT can play a crucial role in core business functions. An excellent example of how an IT organization is changing and progressing to become a valuable business service is provided by the Colorado Springs Utilities Water Resources Department Information Technology Services (ITS) Division of Colorado Springs, Colorado. In 1998, the Water Resources Department conducted an organization-wide competitiveness assessment in which ITS actively participated.
