Chesterfield County Utilities (CCU) provides water service to 78,915 customers and wastewater service to 65,822 customers in Chesterfield County, Virginia. The department manages more than 2,900 miles of water and wastewater lines. Increasing numbers of map books in the operations and maintenance trucks, diminishing space for drawing storage and deteriorating media combined with a need for faster records retrieval signaled the need for another storage media. This paper describes the development of CCU's portable utilities management application; the goal of which was to provide field crews with an Arc View-based application to access geographic information system (GIS) data and AutoCad drawing files containing valve location diagrams. The paper also briefly discusses an electronic document management systems for imaging all maps and related records.
