This paper reviews the strategy used by the City of Phoenix, Arizona, Water Services Department (WSD) to identify current and future data communications requirements, and develop and implement a strategy to consolidate Department and City-wide communications requirements to provide enhanced services at reduced operating costs. By leveraging newly available technologies such as Asynchronous Transfer Mode (ATM) and Frame Relay-ATM Interworking, the City has been able to consolidate numerous point-to-point and Frame Relay circuits into a single managed network that accommodates process control and operational and general business communications requirements. The resulting network significantly enhances performance and reliability, with reduced equipment and recurring costs when compared to traditional network approaches. Includes figures.
