This paper describes the model used by the Operations and Maintenance Department of the East Bay Municipal Utility District for implementing Reliability Centered Maintenance (RCM) as a means to reduce reoccurring operating costs and improving system reliability. This paper focuses upon a single RCM analysis, completed on a water treatment plant, ozone system. The pilot focused upon a single operating system with 350 separate assets (equipment) involving mechanical, instrumentation and electrical elements. The results of this pilot showed that the use of RCM: reduced annual maintenance manpower by 13%; improved water quality, safety, production and regulatory rule compliance by identifying 17 separate improvements to the operating system; and, aligned the system's preventive and predictive maintenance program with operational objectives.
