The devastating 1977 flood in Johnstown, Pennsylvania created havoc with the city's water system. In this paper the author recommends measures that can be taken by a water utility to prepare in advance for a disastrous flood, including contingency plans for assigning personnel, identifying sources and methods of providing temporary services, locating breaks in mains, inspecting water sources, monitoring for contaminants and adjusting treatment, supplying emergency equipment and services, repairing and replacing equipment and materials, and documenting damage.
