Today, about 22 percent of the nation's largest water systems are short of supplies. Decreasing sources of supply are resulting in a trend toward demand-side alternatives in water management and toward striking a balance between new source development and conservation. This article describes some steps that are being taken across the United States to restrict demand, including the setting up of water conservation offices, committees, coordinators, and conferences; the planning of conservation programs by utilities and water districts; and the implementation of conservation measures by the residential, commercial, industrial, and agricultural sectors.
