A pilot study was undertaken for a regional water supply project to develop cost-effective water treatment plant design criteria, ensure compliance with drinking water regulations, produce water that would taste good to potential customers and incorporate processes that protect the water supply from contamination. An integrated pilot testing program allowed for the study of the multiple variables inherent to surface water treatment. The results were used to develop optimal process design criteria that correlate with full-scale plant construction cost savings. In addition, the pilot study revealed ozonation's beneficial effect on the removal of particles, the operational flexibility of the selected process during sudden changes in raw water turbidity and flow rate, and the capability of the selected process to remove synthetic organic chemicals that may reach the intake.
