Soon after the US Environmental Protection Agency (USEPA) was formed in 1972, agency administrators realized that in order to make appropriate decisions for environmental regulation, they must be assured that data being generated by the agency and the 50 states were valid and legally defensible. Thus in 1979, USEPA established a mandatory quality assurance (QA) program for all data generated by or for the agency. QA responsibilities were assigned to the Office of Research and Development. QA guidance in water chemistry and microbiology was assigned to the Environmental Monitoring Systems Laboratory (EMSL) in Cincinnati, Ohio, and QA guidance in water radiochemistry became the responsibility of the EMSL in Las Vegas, Nevada. This article describes the QA elements applied by the USEPA and the specific QA supports provided for the Drinking Water Laboratory Certification Program in the form of quality control (QC) requirements, method selection and validation, alternate method approval, reference materials, and performance evaluation studies of laboratories.
