The devastating effects of the 1991 East Bay Hills firestorm provided many lessons for all agencies that responded, including the East Bay Municipal Utility District. Although the water system performed as designed, it became clear to responding agencies that planning and responding to emergencies cannot be done independently. Coordination among responding agencies was poor, but six public agencies affected by the firestorm have now formed an alliance to prepare for and respond to the next fire. In light of the resource limitations most agencies face today, such partnerships make good sense. Includes table, figure.
