Throughout the water and wastewater industry, public utilities face heightened competition from private contract operations and maintenance firms. Public utilities can successfully compete with private sector companies if -and only if -they are willing to embrace modern organizational concepts, employ technology as appropriate, and solicit and receive support from their employees. The governmental organization must also be willing to adapt and provide more responsive support (i.e., purchasing, fleet maintenance, and personnel). Includes figures.
