This article suggests a more objective approach to evaluating thecondition of a water system - including source, treatment, anddistribution - based on performance data. Most groundwatersystems are currently evaluated by managers and regulators througha combination of compliance monitoring and sanitary survey inspections.However, field experience has demonstrated types of monitoringthat can be performed at groundwater systems to comprehensivelyevaluate their ability to resist microbiological contamination.Utility managers will benefit from this information because itshows how process-control-type monitoring, compared withnonregulatory goals, can help improve utilities' ability to preventcontamination.It is hoped that the information provided will encouragegroundwater utilities to begin collecting and analyzing performancedata and lead to a better understanding of how eachbarrier can be improved.
