Management and disposal of water treatment plantresiduals have become more expensive and complicatedbecause of numerous federal, state, and localguidelines and regulations. This research sought to developphysical and engineering quality data on plant residuals andto investigate the feasibility of using dewatered residuals assanitary landfill cover.Testing was conducted to determine the physical and engineeringproperties of alum-coagulated residuals from two watersuppliers in Arlington, Texas. The residuals had fine particle sizedistribution, high specific resistance, high plasticity index, lowdry unit weight, and low shear strength - properties that renderedthem unsuitable for landfill cover application. However,blending the residuals with natural topsoil improved the physicalproperties of the residuals to such a level that the mixture couldbe used for landfill cover. Of the proportions tested, a blend of20% residuals and 80% natural soil resulted in the optimummoisture content, maximum dry unit weight, and a plastic limitwithin the workable range.The numerous regulations governing residual disposal candrive up costs and limit options. This study offers utility managersa beneficial application for residual disposal rather than disposingof residuals in landfills as a waste product or discharging theminto wastewater sewer lines.
