US water suppliers face the challenge of responding tonatural disasters and terrorist attacks, situations in whichthey are expected to act quickly to save lives and protectinfrastructure. Having a water emergency response planas mandated under Bioterrorism Act requirements doesnot guarantee that a utility's response will be effective. Toprepare staff for making these important decisions, utilitypersonnel at all levels must receive training.This article reports on one- and two-day waterutility emergency response training sessions thatincluded different types of exercises and involvedwater suppliers of all sizes and types as well as military,local, state, and federal emergency response agencies.Sessions centered on emergency response instructionfollowed by practical exercises and an after-actionreview and provided valuable opportunities for collaborativeproblem-solving among utility staff, publicworks personnel, military commanders and staff, regulatoryagencies, public health officials, and other emergencyresponders.
