Disinfection byproducts (DBPs) have been regulatedin finished drinking water for more than 25years. This article, adapted from the Clarke Prize Lecturedelivered by the author, analyzes several aspectsrelated to the science and policy of DBP regulation andcontrol and highlights deficiencies that are underminingpublic health protection. These deficiencies includelimitations in the epidemiological studies that wereconducted on the adverse health effects of DBPs andled to their regulation as well as shortcomings in theregulatory approach that the US Environmental ProtectionAgency has adhered to over the past quarter-century.In addition, water suppliers have been relativelyshortsighted in their methods of controlling DBP formationand must look to long-term management andtreatment methods. Drawing on his 31 years ofresearch on the subject, the author has developed concretesuggestions for improving DBP health effectsstudies, regulatory approaches, and controlstrategies.
