To develop support for needed rate increases, theCleveland Water Division (CWD) used a comprehensivefinancial plan. Their management approachmirrors the US Environmental Protection Agency(USEPA) Office of Water's Sustainable Water InfrastructureInitiative. In this program, the USEPA collaborateswith drinking water and wastewater utilitymanagers, trade associations, local watershed protectionorganizations, and state and local officials toensure that investment in the nation's water infrastructureis sustainable into the future. CWD commissionedCH2M HILL's Utility Management SolutionsGroup to undertake the comprehensive financialplan. The plan included several unique elementsdesigned to address the city's need to sustain itsoperations well into the future. The scope of theplan included a cost-of-service study, rate design, afinancial planning and rate model that included customerand demand forecast modules, stakeholdercommunication support, a water audit and studies ofsystem expansion, new products, and automatedmetering.
