Monitoring data from 113 large water systems inNorth Carolina were analyzed to assess compliance withthe trihalomethane (THM) and haloacetic acid (HAA)regulatory requirements of the Stage 1 Disinfectants/DisinfectionByproducts Rule (D/DBPR) as well as potentialfuture compliance with the Stage 2 D/DBPR. Of the 452sets of data analyzed, only eight exceeded the Stage 1maximum contaminant level (MCL) for total THMs, andeight exceeded the MCL for the five regulated HAAs, foran overall noncompliance rate below 2%. More than99.4% of the population served by these North Carolinadrinking water systems was exposed to water with DBPconcentrations below the regulatory limits.The study provides a template for other states andprimacy agencies to examine compliance for their jurisdictionsand offers evidence that the Stage 1 MCLs areachievable on a wide-scale basis. However, examinationof bromine incorporation patterns among theTHM and HAA species suggests that monitoring foronly HAA5 tends to underestimate overall HAA occurrenceby 20-25%, a factor that may be a key issue infuture DPB regulations.
