A large surface water treatment plant, the NorthJersey District Water Supply Commission (NJDWSC),undertook a systematic and organized approach to thedevelopment and implementation of a concentrationtimes time (C ? T) microbial inactivation program forregulatory compliance. Previous monitoring effortsinvolving grab samples and manual entry of data intospreadsheets were time-consuming, cumbersome, andlabor-intensive. The NJDWSC combined informationtechnology, tracer studies, a supervisory control anddata acquisition system, and a C ? T calculation programto achieve real-time monitoring for microbialinactivation.The move to automation was a step-by-step processthat required extensive management, planning, and organizationalefforts to review current operations, identifychallenges facing the utility, and resolve these problems.Effective communication, both within the NJDWSC andwith outside agencies, abetted the computerizationefforts. The result is an on-line system that helps the utilityensure water quality for its customers, achieve regulatorycompliance, and safeguard public health. Includes 15 references, tables, figures.
