One method of providing funds for capital improvements to water systems is to set rate structures according to user classifications based on their contribution to peak demand. Residential users who use water for discretionary, nonessential purposes are charged by inclining block rates, while residential customers whose use falls within perceived essential need categories are charged a block rate. Industrial and commercial users are charged on a declining block basis. Includes tables.
