Plumbing codes are enacted to protect the public'shealth and safety. The growing water supply-demandcrisis in the United States and across the globe nowrequires that plumbing codes not impede and evensupport water efficiency standards, regulations, andcommunity conservation efforts. Of interest to anywater utility is the fact that some plumbing codes conflictwith water efficiency, and these codes are impedingtheir ability to implement demand management.Utility managers have the ability to enact plumbingcode changes in their service territory. Such plumbingcodes must be amended at the local level because theamendment process by the model code agencies willnot affect local plumbing codes until after 2011. Waterutilities need to take action with local code enforcementjurisdictions to ensure that the plumbing codesdo not conflict with the growing demand for waterconservation.
