Increasing water rates can produce contradictory results. If it is assumed that water rate increases will lead to decreases in water consumption, water production may be reduced and variable costs will decline accordingly. This study examines this paradox in water utility management strategies and the likely consequences of rate adjustments on water utility finances. Data from the Metropolitan Water District of Southern California (MWDSC) are used for illustrative purposes. Includes 15 references, tables.
